It certainly exists, but I know little beyond some of the Japanese films.  Of those, I have only seen a few:  Akira Kurosawa's STRAY DOG is probably the first example of the genre in Japan (1949), but as I hear, the yakuza genre (Japan's version of noir) really took off in the 50s.
